LES PLLNIPOTENTIAIRES SOUSSIGNtS, au nom de leurs gouvernements respectifs:
Consid~rant que 'emploi h la guerre de gaz asphyxiants, toxiques ou similaires, ainsi que de
tous liquides, matibres ou proc~ds analogues, a 6t6 h juste titre condamn6 par 1'opinion g6n6rale
du monde civilis6;
Considdrant que l'interdiction de cet emploi a 6t6 formulke dans des traitds auxquels sont
Parties la plupart des Puissances du monde;
Dans le dessein de faire universellement reconnaitre comme incorpor6e au droit international
cette interdiction, qui s'impose 6galement h la conscience et h la pratique des nations,

French and English official texts communicated by the President o/ the Council, Minister for Foreign
Afairs of the French Republic. The registrationof this Protocol took place September 7, 1929.
THE UNDERSIGNED PLENIPOTENTIARIES, in the name of their respective Governments:
Whereas the use in war of asphyxiating, poisonous or other gases, and of all analogous liquids
materials or devices, has been justly condemned by the general opinion of the civilised world;
and
Whereas the prohibition of such use has been declared in Treaties to which the majority
of Powers of the world are Parties ; and
To the end that this prohibition shall be universally accepted as a part of International Law,
binding alike the conscience and the practice of nations;

FRANCE, May 9, 1926.
(i) The said Protocol is only binding on the Government of the French Republic as
regards States which have signed or ratified it or which may accede to it.
(2) The said Protocol shall ipso facto cease to be binding on the Government of the French
Republic in regard to any enemy State whose armed forces or whose Allies fail to respect the
prohibitions laid down in the Protocol.

laid down in the Protocol.

DItCLARENT:
Que les Hautes Parties contractantes, en tant qu'elles ne sont pas d6jh parties hi
des trait6s prohibant cet emploi, reconnaissent cette interdiction, acceptent d'6tendre
cette interdiction d'emploi aux moyens de guerre bact6riologiques et conviennent de se
considdrer comme lides entre elles aux termes de cette declaration.
Les Hautes Parties contractantes feront tous leurs efforts pour amener les autres Etats h
adhrer au prdsent protocole. Cette adhdsion sera notifide au Gouvernement de la Rtpublique
fran~aise et, par celui-ci, h toutes les Puissances signataires et adh~rentes. Elle prendra effet h
dater du jour de la notification faite par le Gouvernement de la R6publique fran~aise.
Le pr6sent protocole, dont les textes franqais et anglais feront foi, sera ratifi6 le plus t6t
possible. I1 portera la date de ce jour.
Les ratifications du present protocole seront adress6es au Gouvernement de la R~publique
franqaise, qui en notifiera le ddp6t h chacune des Puissances signataires on adh6rentes.

DECLARE:
That the High Contracting Parties, so far as they are not already Parties to Treaties
prohibiting such use, accept this prohibition, agree to extend this prohibition to the
use of bacteriological methods of warfare and agree to be bound as between themselves
according to the terms of this declaration.
The High Contracting Parties will exert every effort to induce other States to accede to the
present Protocol. Such accession will be notified to the Government of the French Republic,
and by the latter to all signatory and acceding Powers, and will take effect on the date of the
notification by the Government of the French Republic.
The present Protocol, of which the French and English texts are both authentic, shall be
ratified as soon as possible. It shall bear to-day's date.
The ratifications of the present Protocol shall be addressed to the Government of the French
Republic, which will at once notify the deposit of such ratification to each of the signatory and
acceding Powers.

and other Gases and of Bacteriological Methods of Warfare, signed at Geneva, June 17, 1925.
ROUMANIA, August 23, 1929.
(i) The said Protocol only binds the Roumanian Government in relation to States which
have signed and ratified or which have definitely acceded to the Protocol ;
(2) The said Protocol shall cease to be binding on the Roumanian Government in regard
to all enemy States whose armed forces or whose Allies de jure or in fact do not respect the
restrictions which are the object of this Protocol.

The instruments of ratification of and accession to the present Protocol will remain deposited
in the archives of the Government of the French Republic.
The present Protocol will come into force for each signatory Power as from the date of deposit
of its ratification, and, from that moment, each Power will be bound as regards other Powers
which have already deposited their ratifications.
