The total number of Roma included in active employment policy programmes and labour market services workshops and using the services of information and career guidance centres on an annual basis, and the value of funds earmarked by the Ministry of Labour, Family, Social Affairs and Equal Opportunities for the activation of Roma from 2011 to 2013 are shown below.

In 2012, 467 Roma were included in active employment policy programmes, 107 in activities of labour market services and 450 in activities of information and career guidance centres. In the same year, 1,033 Roma participated in programmes and activities aimed at activating them.

In 2013, 474 Roma were included in active employment policy programmes, 150 in labour market services workshops, and 1,579 turned to the information and guidance centres. In total, 2,203 Roma participated in activities improving employability.

Annex V: Social entrepreneurship projects

The following projects were financed within the Operational Programme for Human Resources Development and with the support of projects selected within the Public Call for Applications for the Promotion of Social Entrepreneurship I (2009–2011):

1. Nature and Society Hand in Hand

Description:

The project helped resolve issues of the employment and social inclusion of underprivileged groups in the Pomurje Region in sectors that are based on the exploitation of natural and cultural resources. The twelve participants from groups above 50 years of age, members of the Roma community, former substance abusers (who were included in rehabilitation programmes), former convicts and homeless persons were trained in organic food production. They were then employed in food-processing or related activities, such as packaging, sales logistics and product marketing.

Four members of the Roma community also took part in these programmes and one gained employment after the training.

2. Education and Training of Underprivileged Target Groups

Description:

The activities of the applicant and its partners engaging in the growing and processing of medicinal herbs revealed a need for more systematic training and adequately educated staff specialised in processing medicinal herbs and further development according to demand. The project offered training for gardeners, heads of agricultural holdings and herbalists for young adults up to 25 years of age with no or poor education, persons above 50 years of age, former substance abusers in rehabilitation, former convicts and members of the Roma community. In the end, four persons were employed and the others were encouraged to pursue other forms of employment, particularly self-employment.

The programmes included one member of the Roma community, who did not find employment within the project but at a newly-founded society dealing with medicinal herbs.

The following projects have been financed within the Public Call for Applications for the Promotion of Social Entrepreneurship II (2012–2015):

3. Development of Tourism at the Organic Social Farm Korenika

Description:

The project will promote the development of the tourist offer at the organic social farm Korenika. The first stage will see the planting of a herb garden and the construction of a reception area, and the second will focus on remodelling the agricultural building into an exhibition/workshop/shop area. Twelve members of underprivileged groups, including members of the Roma community, will learn about traditional farming methods, e.g. they will be trained in ploughing, sowing, harvesting and threshing. Various ethnological events will be held to demonstrate in practice the traditional methods and trades. Three members of underprivileged groups will be employed for the duration of the project, i.e. 18 months.

4. Development of Social Food Products in the Agro-Industry

Description:

The applicant intends to organise training for 10 people from different target groups (people above 50 years of age, young people, the disabled, Roma, and convicts). The participants will be trained in food production and processing activities, particularly the preparation of products for sale and food processing (e.g. oil pressing, juice production, drying vegetables). Another objective is to develop three healthy food products. Three members of underprivileged groups will be offered employment for a minimum period of 18 months.

The training phase, which also included two female members of the Roman community, has been completed. One out of the three persons employed in the context of the project is a female member of the Roma community.

5. Roma Restaurant – Romani Kafenava

Description:

This is not intended only as a Roma restaurant in Maribor but a pilot project to be expanded throughout Slovenia, the Balkans and the EU. This is a multidimensional project contributing to the preservation of Roma culture (art, traditional cuisine, Roma decorations, language, etc.), the motivation and better integration of Roma into society and the labour market, education and the promotion of learning among members of the Roma community. It will also help combat prejudice and stereotypes about Roma among the majority population, connect the local community and promote inter-ethnic co-existence. Twenty Roma will be trained as cooks and waiters; four will be later employed for a minimum period of 18 months.
