MEMORANDUM OF UNDERSTANDING

between the European Atomic Energy Community and the Government of Canada on the involvement of Canada in the European Atomic Energy Community contribution to the International Thermonuclear Experimental Reactor (ITER) Conceptual Design Activities

(Signed at Brussels, 3 October 1988)

THE EUROPEAN ATOMIC ENERGY COMMUNITY, hereinafter referred to as 'Euratom', represented by the Commission of the European Communities,

and

THE GOVERNMENT OF CANADA, hereinafter referred to as 'Canada',

Whereas Euratom has entered into an Agreement of Participation in the International Thermonuclear Experimental Reactor (ITER) Conceptual Design Activities, together with Japan, the Union of Soviet Socialist Republics and the United States of America (1);

Whereas Article 3 of the Terms of Reference of ITER specifies that the Conceptual Design Activities will be completed by 31 December 1990;

Whereas in the Terms of Reference of ITER, Article 9 provides that 'After consultation with the other Parties, each Party may involve in its contribution to the Conceptual Design Activities other countries which possess specific fusion capabilities';

Whereas, pursuant to the Memorandum of Understanding dated 6 March 1986, Canada and the Commission of the European Communities cooperate in the field of fusion research and development;

Whereas Canada has expressed the wish to be involved in the Euratom contribution to the ITER Conceptual Design Activities;

Whereas such involvement is in the interests of Euratom and of Canada;

Whereas Euratom has consulted the other Parties to the ITER Agreement;

Whereas Article 6 of the Terms of Reference of ITER provides that each Party's contribution to both joint and domestic design work is anticipated to be equivalent to 80 to 100 man-years over the course of the design activities and, according to Article 7 of the Terms of Reference of ITER, each Party will make equal contribution to the supporting R & D activities anticipated to be equivalent to approximately US $ 10 million per year per Party,

HAVE REACHED THE FOLLOWING UNDERSTANDING:

1. Euratom will involve Canada in its contribution to the ITER Conceptual Design Activities.

2. Canada's involvement in both joint and domestic Euratom design work for ITER is estimated to be eight man years over the course of the design activities. Canada's involvement in the supporting R & D activities is estimated to be Can $ one million per year. Canada's involvement will be at no cost for Euratom.

3. Within the Euratom work programme for ITER as approved by the ITER Council and on the proposal of the Euratom member of the ITER Management Committee, Canada and Euratom, through the director of the Canadian National Fusion Programme and the director of the European Community Fusion Programme or through persons designated by them, will define within the means provided for in the preceding paragraph the specific tasks to be performed in Canada from within the areas of current Canadian capabilities.

4. The cooperation provided for in this Memorandum of Understanding will cover the period of the ITER Conceptual Design Activities up to 31 December 1990.
